By the time residents in small towns across the United States realize Flock cameras are monitoring their neighborhoods, the devices are already recording every passing vehicle. With more than 90,000 cameras installed nationwide, the scale of this surveillance network is unprecedented. Yet most people remain unaware of how these cameras operate, what data they collect, and who can access that information.

The quiet spread of Flock cameras

Flock Safety, a company based in Atlanta, markets its cameras as tools for reducing crime. Police departments, businesses, schools, and homeowners associations can purchase and install them. The cameras are small, black boxes that attach to utility poles and streetlights. They run on batteries or solar panels and communicate via cellular networks, not Wi-Fi. This makes them hard to detect. A driver might mistake them for ordinary traffic cameras or simply not notice them at all.

The company reports more than 12,000 customers, and public estimates suggest roughly 90,000 cameras are in use. In many communities, the installation happens without public hearings or votes. Residents only learn about them when a neighbor posts a photo online or when a local news outlet investigates. The lack of transparency has sparked debates about privacy and consent.

What Flock cameras track

Flock's Falcon cameras do not measure speed. Instead, they take six to twelve still images each time a vehicle passes. The system uses automated license plate recognition (ALPR) software and machine learning to extract details from those images. It can identify the license plate number, make, model, color, body style, direction of travel, damage, aftermarket wheels, bumper stickers, and other distinguishing features. This data is sent to Flock's cloud servers, hosted on Amazon Web Services, where authorized users can search it through a dashboard.

Police can set up alerts for plates linked to stolen vehicles, missing persons, arrest warrants, or other databases. The system is designed to help solve crimes quickly. However, the network effect multiplies its power. A single camera captures a moment; many cameras connected across towns and states can reconstruct a person's entire driving history. As Catherine Crump, a clinical professor at UC Berkeley, explained, a network of cameras becomes a comprehensive record of someone's movements, revealing where they work, live, worship, and who they associate with.

Flock also sells a pan-tilt-zoom camera called Condor, which can detect and follow humans without using facial recognition. The company describes this as an object-detection feature called Guardian Mode. An investigation showed a Condor camera tracking a reporter as he walked down a street. While Flock says none of its cameras use facial recognition, the ability to follow individuals raises additional privacy concerns.

AI, cloud storage, and access risks

The use of artificial intelligence in Flock's system creates both benefits and dangers. AI makes it easy to search across thousands of cameras for a plate, partial plate, vehicle description, or movement pattern. But it also allows proactive searches unrelated to a specific crime. Police could ask the AI to flag vehicles near a protest or a school, even if no illegal activity is reported. This increases the risk of profiling and false conclusions.

Cloud storage adds another layer of risk. Flock encrypts data and deletes it after 30 days by default, but the concentration of sensitive location information in one system is attractive to hackers and malicious insiders. Trevor Horwitz, co-founder of TrustNet, noted that organizations need strong controls over who accesses data, how long it is kept, and how it is monitored. The quieter danger, according to cybersecurity expert Noam Birnbaum, is that authorized users can misuse the system. Once data is shared across agencies, local rules may no longer apply. A town's ordinance limiting data use to specific purposes becomes meaningless if another department downloads and uses the data however it wants.

False alerts and real consequences

False positives are a serious problem. When the AI misreads a plate or incorrectly matches a vehicle to a stolen car report, innocent people can end up surrounded by police. Joel Feder, director of content at The Drive, experienced this firsthand. He was driving a Range Rover with a manufacturer plate when Flock cameras flagged his vehicle as similar to one reported missing in California. Police surrounded him and his wife in a parking lot. It turned out the partial reading was wrong, but the encounter was frightening and could have escalated.

Feder believes the system should alert officers when characters on the plate do not exactly match, forcing human verification before action. He also calls for stricter regulations on how ALPR technology is used. False alerts erode public trust and demonstrate the risks of relying too heavily on automated surveillance.

Speaking out against Flock Safety

Former Rhode Island police officer Noel Pichardo gained attention after claiming his career ended because he criticized Flock cameras. He testified before state lawmakers about privacy concerns and said he was suspended, passed over for a promotion, and pressured to resign. The Rhode Island Police Chiefs' Association disputed his account, but Pichardo maintains that the public deserves a voice in camera decisions. He stated that cameras were installed without consent and that the community should have been part of the conversation.

How to find Flock cameras and push for public discussion

Residents can use resources like DeFlock.org, a volunteer-run map that shows reported camera locations. By searching a town or address, users can see photos, camera models, and directions. The site also offers a route tool to estimate how many license plate readers you might pass on a trip. However, the map may be incomplete because it relies on user submissions. For example, it still shows cameras in Saranac Lake, New York, even though that village canceled its contract after public backlash.

Once you identify a camera, you can ask the local police department, town office, business, or homeowners association who owns and operates it. Request the contract, data retention policies, sharing agreements, audit records, false alert procedures, and a list of outside agencies with access. You can raise concerns at a public meeting, contact elected officials, file a public records request, or demand a hearing before more cameras are installed. Civil rights attorney Adanté Pointer emphasizes that robust public discussion and debate are necessary to determine Flock policies regarding data sharing and access.

The example of Saranac Lake shows that resident opposition can lead to change. Three Flock Falcon cameras had already been installed before the public pushed back, and the village voted to cancel its contract. People deserve to learn about plans for Flock cameras early enough to ask questions and have a say before the devices go up. Without such oversight, the network will continue to grow, quietly tracking millions of vehicles without meaningful consent.
