The US government has announced a sweeping ban on "advanced robotic devices" from entering the country, and it is not just about humanoid robots. The new Federal Communications Commission (FCC) rules, justified by a National Security Determination, will block imports of a wide range of ground-based robots — including robot vacuum cleaners, robot lawnmowers, sidewalk delivery robots, and warehouse robots that move packages.
"Did you hear it was just a ban on Chinese humanoid robots? It's not," the announcement stated. The ban reaches far beyond the flashy humanoids and quadrupeds that grabbed headlines. According to FCC media relations director Katie Gorscak, robot vacuum cleaners are swept up too.
A ban broader than it appears
The government's definition of "advanced robotic devices" is deliberately broad. It covers almost any new software-controlled robot that travels over the ground, weighs more than 4.4 pounds including any dock, can perceive its environment, and has wireless connectivity. That definition captures many consumer devices that have become common in American homes.
Robot vacuums, for example, are essentially mobile sensors equipped with lasers, cameras, and mapping technology. They navigate through homes, logging floor plans and avoiding obstacles. That same technology makes them attractive targets for surveillance. The government's ban announcement explicitly cited reporting on poor security that allowed one individual to access 7,000 robot vacuums made by DJI, a chilling example of how these devices can be turned into spying tools.
But the ban is not limited to robot vacuums. Robot lawnmowers that traverse front yards, delivery robots that roll down sidewalks, and warehouse robots that shuttle packages around fulfillment centers all fall under the same definition. These robots share the same core characteristics: they move over the ground, sense their surroundings, and connect wirelessly to the internet.
Why robot vacuums are caught in the net
The FCC's action stems from a national security determination that foreign-made robots pose an unacceptable risk to US citizens. The concern is not hypothetical. Robot vacuums have cameras and microphones, and they collect detailed information about the homes they clean. If a malicious actor can gain remote access, they can map a residence, observe occupants, and potentially record private moments.
However, the government is not actually asking companies to prove their security is strong. Instead, the FCC is targeting the manufacturing origin of these robots. The overwhelming majority of robot vacuums are designed and built outside the United States, mostly in China. According to IDC analyst Jitesh Ubrani, "There are very few non-Chinese brands these days and their share is so small that it's difficult to track."
All of the top five robot vacuum companies are Chinese entities: Roborock, Ecovacs, Dreame, Xiaomi, and Narwal. Even Dyson, the British consumer electronics company, has turned to Chinese manufacturers. The Roomba brand, once a symbol of US innovation, is now owned by a Chinese company. The US-based maker of the Roomba went bankrupt, and the brand was acquired by its former contract manufacturer Picea, a Chinese firm.
This means the practical impact of the ban is enormous. Nearly every robot vacuum sold in the US is imported, and most are designed by Chinese companies. Future models from these companies will be blocked from entering the country unless they obtain a waiver from the FCC.
The manufacturing problem
The FCC's waiver process is not centered on security evaluations. Companies must demonstrate where their robots are designed, made, assembled, tested, and influenced. They must also make a specific commitment to start manufacturing the robots in the United States. In other words, the government wants to move production onshore, not simply improve security.
Even US companies are not exempt. Matic, a robot vacuum brand assembled in California and considered a top pick by some reviewers, may have to apply for a waiver for new models. The company does not yet source 65 percent of its components from the United States, according to co-founder and CEO Mehul Nariyawala. The 65 percent threshold appears to be part of the FCC's criteria for domestic manufacturing.
Foreign companies will need to swear they are investing in US manufacturing to receive a waiver. There is also a risk that some companies will attempt to game the system by creating front companies, as has happened in other FCC enforcement contexts. The DJI example highlights how corporate structures can obscure the true origin of a product.
Security vs. trade policy
Advocates for stricter security might argue that the FCC should not exempt cleaning robots from the ban, because they can spy just as effectively as humanoids. The DJI robot vacuum incident demonstrated that a remote attacker could map a colleague's home from the other side of the planet. There are even more disturbing examples, such as a robot lawnmower that ran over a journalist, highlighting the physical dangers these devices can pose.
But the FCC's waiver process does not ask companies any questions about cybersecurity. It does not evaluate encryption, authentication, or data handling practices. The only questions are about where the robots are made and the company's plans to shift manufacturing to the US. This suggests the ban is more about trade policy and domestic manufacturing than about protecting consumers from insecure devices.
The FCC has already shown a willingness to exempt non-Chinese suppliers. According to four unnamed sources cited in recent reports, "the FCC is expected to exempt many non-Chinese suppliers from the restrictions." This happened in the consumer router ban, where Netgear was let off the hook even though its routers were among those targeted in the Volt Typhoon incident that helped justify the router ban to begin with.
What is excluded?
The government is not banning every type of robot. The FCC has already carved out exceptions for self-driving cars and trains, unmanned aircraft, underwater vehicles, surgical robots, wheelchairs, and fixed robot arms for industrial and medical use. These exceptions recognize that some robots are essential or have different risk profiles.
But for everything else — most robots that move on land and are controlled by software — the future in the United States is uncertain. Companies designing new robot products for the US market must now factor in manufacturing location, supply chain origin, and the complicated waiver process. Smaller startups with limited resources may struggle to comply, while larger companies with US factories may gain an advantage.
What it means for consumers
Consumers do not need to worry about their existing robots being yanked away. The FCC is not coming for robots already purchased and in use. Just like the earlier bans on routers and drones, the new rule applies to future imports. Existing Roombas, robot vacuums, lawnmowers, and delivery robots will continue to operate.
However, the ban could have a dramatic effect on the availability and price of new robot products. If foreign manufacturers cannot quickly shift production to the US, or if they decide not to apply for waivers, consumers may see fewer choices and higher prices. The robot vacuum market, which has grown rapidly thanks to affordable Chinese brands, could become significantly less competitive.
There is also a philosophical tension in the government's approach. If these robots truly pose a national security risk, it is arguably careless to do nothing about the millions of devices already in American homes. The ban creates a strange situation where a known insecure robot can remain in use, while a new model with better security is blocked at the border purely because of where it was built.
The new rules will force the entire robot industry to rethink its supply chain and manufacturing strategy. For now, the FCC is asking companies to commit to US manufacturing as a condition for import approval. Whether that will lead to a flourishing domestic robotics industry or simply to a marketplace of waiver applications and front companies remains to be seen.
